In the above 1999 video, he is awarded the Norman Cousins Global Governance Award, at the World Federalist Association. First lady Hillary Clinton makes an appearance too.

It seems to many of us that if... we must strengthen the United Nations as a first step toward a world government patterned after our own government with a legislature, executive and judiciary, and police to enforce its international laws and keep the peace.

First, we Americans are going to have to yield up some of our sovereignty. That’s going to be for many a bitter pill.

Today, we must develop federal structures on a global level to deal with world problems. We need a system of enforceable world law, a democratic federal world government.
